$8,000 of taxpayer money can go to purchases made under the Gold program, covering purchases that improve energy efficiency. This money starts with $3,000 for energy analysis and improvements that reduce the homes energy bill by 20%. Every additional 5% improvement results in an additional $1,000 rebate up to $8,000. The amount of the rebate issued cannot be more than half of the total purchase price.
